In 2006, Washington voters passed Initiative 937, the Energy Independence Act (EIA), which requires Washington’s largest electric utilities to generate 15% of their electricity from new renewable energy resources such as wind and solar power by 2020 and to invest in all cost-effective energy efficiency.
